Light Dawns for Unborn Poor in Austin
This past October we became aware of expiring "termination service" contracts between the Travis County Health District (TCHD) and local Austin abortion providers. Thanks to people like Dina Meyer and Dr. Joe Pojman of Texas Alliance for Life the vote on those contracts was pushed out to November. Additional light and pressure was applied and the decision was put off again. Finally, tonight the board voted.
Large complaints could be lobbied over the stacked deck of cards the TCHD staff dealt out tonight at the public hearing. The deception surrounding this issue is astounding. Rather, let's focus on the positive. Railroad Commissioner, Victor Carrillo, spoke boldly on behalf of the unborn poor. TCHD board member Clarke Heidrick publicly acknowledged the deception associated with the presentation and hearings on the 2004 contract accepted from the City of Austin. He also expressed concerns over the counseling offered by money driven abortion providers. Another member offered an amendment to fund abortion alternatives to the tune of $450,000. Much light as been shed on the situation, and faithful followers of Christ have been awaken to this issue.
The Austin community has come together to fight this battle, and we have only just begun. Texas Alliance for Life, the Catholic Diosese of Austin, the Austin Pregnancy Resource Center, Austin Coalition for Life, Free Market Foundation, the Austin Area Pastor Council and many taxpaying citizens have united to bring an end to "termination services" funded by Travis County property taxes.
Ultimately we know that being born poor is much better than being killed in the womb. Ultimately we know that good triumphs over evil, mercy triumphs over judgement, and life wins out over death. We will persist. We will stay in this battle to give light to the unborn poor. We will remain faithful to the end.
Pray for the unborn poor tonight and tomorrow and in the days and nights following. Pray, talk to others, and attend the TCHD meetings until the full light of dawn shines for the most vulnerable among us ... the unborn poor.

City of Austin Termination Services
I hope that title stirs your imagination. There are all kinds of services provided by the City of Austin. Most of them are legitimate for a civil community. Yet, we’ve recently come to realize that some of the “services” provided by the City of Austin are more like a hit man contract from the City of Corruption, Chicago.
Termination services “required” by the City of Austin were picked up by the Travis County Healthcare District (TCHD) in 2005. We’re talking about pregnancy termination services. We’re talking about abortion; the termination of innocent human life. And we’re talking to the tune of $450,000 per year.
Actual expenses for “termination services” paid by TCHD from Oct 2008 - Sep 2009 were $282,313. While I am grateful it wasn’t $450,000, it does represent over 600 aborted human babies. Travis County had 3,748 abortions and 16,152 live births in 2006.
TCHD is providing free “termination services” to low income women that qualify for the Medical Assistance Program (MAP) or State of Texas Medicaid. Your Travis County property tax payments fund these abhorrent termination services. With the City of Austin contract expiring, we have a great opportunity to terminate taxpayer funded ”termination services”.

FACT SHEET on Travis County Health District (TCHD) Taxpayer Funded Abortion
In 2005 the Travis County Health District accepted assignment of a 2004 agreement between the City of Austin and Whole Woman’s Health of Austin for “termination services”.
The 2004 City of Austin Pregnancy Termination Contract:
- Provides elective abortions to healthy low-income women (MAP or Medicaid).
o States, “the City has a requirement for a licensed facility to provide pregnancy termination services to women enrolled in the Medical Assistance Program (MAP) or the State of Texas Medicaid program”. - Limits abortions to the first 13 weeks based on gestational age.
- Specifies exact charges for “termination services”.
- Specifies $450,000 payable to three abortion providers. The fifth year contract term, Dec. 2008 extension, was not to exceed $787,053.
TCHD has a new contract proposal with “women’s services” providers who perform abortions.
- THCD is considering a $450,000 contract proposal.
- Actual expenses for the expired contract from 10/1/08 – 9/30/09 were $283,313. (1)
- $450,000 of taxpayer money could fund over 1,000 abortions. (2)
Travis County reported 3,675 “induced terminations” (abortions) in 2007. (3)
- In 2006 Travis County had 3,748 abortions and 16,152 live births (TDHS).

A recent Gallup Poll on abortion among U.S. Citizens finds:

Coalition Calls for a Renewed Focus on Western Civilization and Ethics Coursework in Texas Colleges and Universities Asks lawmakers to study the value of fostering greater civic knowledge
AUSTIN – As classes begin today at the University of Texas at Austin and other institutions around the state, a new coalition has launched an effort to enhance the quality of higher education in Texas. Responding to a diminishing emphasis on Western civilization coursework in Texas and elsewhere, the Coalition for American Traditions and Ethics (CATE) is encouraging Texas colleges and universities to develop coursework and programs that give students a strong background in American ideals, institutions, and traditions.
“There is an increasing demand for an emphasis on the fundamental values and principles of our country,” said Bill Noble, spokesman for CATE Texas. “We will work with lawmakers and other interested parties to achieve our goal to provide Texas college and university students a solid grounding in civic responsibility and ethical character.”
The coalition believes that Texas colleges and universities will have an opportunity to attract new students and professors and to stand out on the national level by establishing and developing these programs. Students will benefit from the skills they learn as employers increasingly seek graduates with a comprehensive education who also demonstrate civic responsibility and ethical behavior.
“Coursework that captures American ideals, institutions and traditions from the Greek and Roman classics to the original documents of our country’s founding helps to develop a student’s critical thinking skills and makes them – and our state – more competitive in today’s global economy,” said Bill Hammond, president of the Texas Association of Business. “More importantly, thorough exposure to coursework exploring moral questions and the founding principles of our great country serves to prepare students to face the myriad of ethical challenges that arise in their day-to-day lives.”
In addition to encouraging Texas colleges and universities to create coursework and programs focusing on Western civilization and American traditions, the coalition is asking lawmakers to study the value and benefits of such coursework and programs and to determine the most appropriate structure for facilitating these programs on university campuses.
“We want all interested parties to have an opportunity to present their thoughts and ideas to lawmakers during an interim study of the issue,” said Noble. “We believe there can be strong agreement from across the political spectrum to the value and benefits of strengthening university students’ knowledge of the ideas and ethical principles that have contributed to the foundation of our country.”
The Coalition for American Traditions and Ethics in Texas (CATE) is a broad-based coalition including university faculty, civic leaders, students and employers united in an effort to promote the establishment of coursework and programs studying Western civilization and American traditions to foster the development of ethical character and civic responsibility among Texas college and university students. Flushing Long Island Quakers
It seams the Quakers of 1657 were offensive to the Reform Dutch Church of the day. While the powers that be took exception to actions of the Quakers and arrested them. The locals failed to find fault in these Men of God.
Ed Hart drafted and signed the Flushing Remonstrance in protest to the authorities. This act cost him his job and time in jail. Hart and others were punished for their convictions with jail-time, banishment, and/or other penalties.
Experts assert the Flushing Remonstrance is directly connected to the First Freedom listed in the Bill of Rights. The Flushing Remonstrance was commemorated with a Religious Freedom postage stamp on December 27, 1957.
The modern day equivalent of persecutors inside the Reform Dutch Church is the ACLU, along side of the AU and the Freedom From Religion bunch. These so called civil liberty lovers hate the public actions evangelical protestants. They hate it when evangelicals prayer in public, especially in the Name of Jesus. They hate it when the Biblical teachings on sin are espoused. They hate it when the little children are taught the Christian religion, and they hate it when schools have the audacity to prayer. The ACLU believes attempts to minimize evangelicals as quacks. And the ACLU would love flushing the quacks off Long Island and the remainder of the continent.

Red Pill? Blue Pill?
Congressman Henry Waxman only offers blue pills, and you must swallow quickly. Representative Joe Barton is begging for time to peruse the Healthcare Reform Act of 2009. House Democrats plan to introduce and pass a bill impacting more than 20% of the U.S. G.D.P., while you’re still dreaming about how the wonders MJ.
I echo Representative Barton's call, "It is time to flood the Capitol switchboard at (202) 224-3121". The Democrats and President Obama’s administration apparently misunderstand our vocabulary. This time the word is transparency. While most consider government transparency to imply visibility; Obama apparently was thinking of invisibility while speaking his campaign promises. Obama, Waxman, and company do not want you or the U.S. House to see the blue pill of panacea they are about to ram down America’s throat.
Socialized medicine is coming to America unless you can quickly find the red pill. Taking the red pill is equivalent to swallowing the harsh reality that you are the biggest contributor to health care costs. Many Americans are choosing risky health behaviors, and that is choking our health care system. Corporations Destroying Free Market Healthcare
Statement: Contemporary corporate and institutional healthcare plans in the United States work against free market forces and subsidize poor health in America.
Hypothesis: Large risk pools associated with corporations and institutions remove the financial consequences of risky behaviors that lead to poor health, higher healthcare demand, and higher healthcare cost.
Free Market Healthcare Facts:
- Less demand for healthcare will lower healthcare costs.
- Living healthier lifestyles and reducing behavioral health risks will lower healthcare costs.
- Healthy and responsible Americans can buy health insurance at a lower rate than large risks pools (this is the exception rather than the norm).
- Purchasers are more frugal when paying for goods or services out of their own wallet.
Observations:
- Twenty-seven percent (27%) of Americans are obese in addition to thirty-six percent (36%) that are overweight, which leaves only thirty-seven percent (37%) that are neither overweight nor obese.
- Small businesses, the self-employed, and individuals normally pay more for health insurance than larger risk pools, in part because they must bear the free market forces on an individual basis. These free market forces reflect personal health risks and personal financial risks. When two persons have the same health risks, the person with a poor credit history will pay more than the person with a better credit rating. When two people have the same credit rating, the person with better health (lower health risk) pays less.
- Corporate and institutional employees pay the same rate for health insurance, regardless of the risks associated with their lifestyles choices, current health condition or credit rating.
- When health expenses are managed by a third party, the system is more likely to be abused or mismanaged.
- U.S. healthcare spending as a portion of the GDP is almost four times greater in 2009 than 1969.
Proposal to Restore the Free Market: U.S. corporations and institutions are urged to stop subsidizing behavior health risks. Health insurance costs of individual employees should be rated according individual risk. Corporation should make statistics on the spectrum of employee healthcare costs visible to officers and shareholders, and to make personal healthcare cost benefits visible to employees in comparison to overall employee trends. Corporations and institutions should hold employees financially accountable for their health performance/costs, rather than subsidizing unhealthy behaviors of irresponsible employees. This proposal may be implemented in with various methods. The goal is to ensure employees bear the burden of their behavioral health risks. This will create more personal responsibility in living a healthy life style and thereby reduce healthcare costs.

The U.S. House of Representatives passed a bill granting the Department of Homeland Security a 7 percent increase in its funding, according to an Associated Press story appearing online at The Washington Post. SB-1440 Amendment Text:
Section 261.303, Family Code, (b) If admission to the home, school, or any
place where the child may be cannot be obtained, or if consent to transport a
child for purposes relating to an interview or investigation cannot be obtained,
then, on presentation of an application supported by an affidavit described by
Subsection (c-2) that is executed by an investigator or authorized
representative of the department, [for good cause shown] the court having family
law jurisdiction, including any associate judge designated by the court, may, on
finding that the affidavit is sufficient and without prior notice or a hearing,
[shall] order the parent, the person responsible for the care of the children,
or the person in charge of any place where the child may be to allow entrance,
transport of the child, or both entrance and transport for the interview,
examination, and investigation.
