Texas has a considerable Rainy Day Fund. With income down, catastrophe expenses still in mind, gaps in current programs, plus new spending proposals, that bucket could wind-up discarded on the side of the freeway. Some would love to spend the whole amount, while Conservatives know that it must be used selectively, and it must be replenished. A bucket is an important implement to a farmer. City folks some times don't get that.
